Forecasts suggest that these measures could generate yearly economic benefits amounting to 2.8% of global GDP by 2035. This share is projected to increase to 4.5% by 2050 and reach 11.4% by 2100 with full implementation. Even without considering non-market welfare improvements, the measures are estimated to return roughly $4 for each dollar invested. Furthermore, the report warns that delaying implementation by one year could result in a loss of more than $1.5 trillion in combined annual benefits.
The 25 proposed actions encompass sectors such as energy, fossil fuel infrastructure, manufacturing, transport, agriculture, residential energy, and waste management. Initiatives include expanding renewable energy, enhancing energy efficiency, promoting cleaner cooking and heating options, adopting electric vehicles, and enforcing stricter vehicle emissions standards. Additional measures target oil and gas leak mitigation, routine venting and flaring reduction, fertilizer use optimization, livestock management, rice cultivation, and crop residue burning. The package also advocates for better waste management practices and cuts in hydrofluorocarbons and other climate-affecting pollutants.
Major sectors benefit from economic gains
Addressing air pollution remains central due to its significant impact on health and productivity. The assessment correlates human-caused outdoor air pollution to roughly 6.4 million premature deaths globally in 2025. Household air pollution is linked to an additional estimated 2 million early deaths, including about 300,000 children. Outdoor air pollution also contributed to 5.5 million new childhood asthma cases and 2 million new dementia cases during that year.
Achieving full implementation of the proposed measures could prevent a total of 144 million premature deaths related to air pollution by 2050, including 96 million deaths associated with ambient air pollution. The report also anticipates hundreds of millions fewer cases of chronic illness. Relative to the baseline, immediate action could cut global carbon dioxide emissions by half by 2050, reduce methane emissions by 60%, and lower several major air pollutants by approximately 70%.
Climate mitigation and health improvements align
The modeled package projects a reduction of around 0.34 degrees Celsius in global warming by 2050 and 1.4 degrees by 2100. By the end of the century, the assessment scenario suggests major air pollutants could decrease by as much as 85%. The estimated costs for implementation amount to roughly 0.7% of global GDP over the next ten years, decreasing to around 0.5% by the end of the century. The report also highlights that enhanced enabling conditions could accelerate full implementation by as much as ten years.
Releasing these findings on the International Day of Clean Air for blue skies, the UN Environment Programme and Climate and Clean Air Coalition emphasize that institutional barriers significantly hinder broader adoption of existing measures. They estimate that tackling these enabling conditions could lead to savings of up to $10 trillion by 2040.
